With reference to paragraph 4 of Foreign Office despatch No.5 of the 10th February, I am directed by Secretary Sir Austen Chamberlain to state that he has been informed by
the Secretaries of State for India and the Colonies that there
is no discrimination against foreigners in India, Hongkong
or the Straits Settlements in matters of taxation.
2.
In these circumstances you are authorised to
request the authorities in Indo-China to grant reciprocal
treatment to British subjects who are natives of the above
mentioned territories.
